  • Licensed seats: total licensed capacity of active centers and homes in Texas HHSC licensing data. Capacity is not the same as open seats, and it includes school-age seats.
  • Children: Census American Community Survey table B23008, children under 6 living with parents who are all in the labor force.
  • ZIP areas are Census ZIP Code Tabulation Areas, which closely match but are not identical to postal ZIP codes.
  • Children at Risk uses the same 3-to-1 definition. Their method may differ in details, so their list and ours may not match exactly.
